One example why. When Mr.Chow is coming out of the Suen/Chen apartment just as Mrs.Chen is entering, she notices his tie. Later there is that story of the tie. How do you do such detailing without a script?

While some here think it's done easily I imagine he did have at least pieces of a script. He may not have begun with a complete screenplay but he would have worked with something written down. That's my guess.
Yeah, perhaps he didn't have a full script written, but he may have had a treatment or an outline.
